The Doctor points out that Lumic was able to create because of his pain, and as a result of his sickness. Like Nietzsche, he praises the influence of pain and explains that it’s fundamental to being human—for striving, for being creative. Without pain to force the Cybermen to strive and grow, they’ll just stop. The Doctor has shown Lumic to be life-denying because the elimination of his suffering was an end. People, with their suffering, stupidity, and brilliance are what make the world alive—and the Cybermen aren’t people.
Lumic, now the Cyber Controller, has lost all humanity and he can no longer understand the Doctor’s values. The Cybermen only think of eliminating pain. They can’t understand the desire to strive and grow to be more than what they are. Lumic, confused by the Doctor’s diatribe, questions him about his emotions.
LUMIC: You are proud of your emotions?
THE DOCTOR: Oh, yes.
LUMIC: Then tell me, Doctor. Have you known grief, and rage, and pain?
THE DOCTOR: Yes. Yes I have.
LUMIC: And they hurt?
THE DOCTOR: Oh, yes!
